This bill establishes the Legislation Inside Advisory Council, a unique legislative body designed to give incarcerated individuals a formal voice in policymaking. The council will consist of 40 voting members who are currently incarcerated (representing diverse facilities, security levels, and demographics) and four nonvoting legislative members. These incarcerated members will identify, examine, and discuss issues affecting people in correctional facilities, with the goal of making recommendations for legislation and policy solutions. A designated nonprofit organization will provide administrative support, and the council is required to meet at least three times per month. The council will produce an annual report to the legislature's judiciary committees, describing the issues they've discussed and their policy recommendations. A separate review committee, composed of legislative and council members, will review the council's work and can recommend up to three bills during each legislative interim. The bill emphasizes that the council's purpose is to provide incarcerated individuals an opportunity to meaningfully contribute to discussions about policies that directly impact their lives, their families, and their communities, with the intent of creating more informed and responsive legislation.
