This bill modifies Colorado's laws regarding spirituous liquor manufacturers' tasting and sales permissions. Currently, a manufacturer of spirituous liquors can conduct tastings and sell their own products at their licensed premises and one other approved sales room location. The bill expands these permissions by allowing manufacturers to: conduct tastings of alcohol beverages acquired from state-licensed wholesalers, increase the number of approved sales room locations from one to two, and sell other alcohol beverages with some restrictions. Specifically, when selling beverages from wholesalers, manufacturers must provide sandwiches and light snacks, ensure that sales of these other beverages do not exceed 50% of their total alcohol beverage sales, and must apply for a permit from the state licensing authority. The permit application must be publicly posted for 30 days and published in a local newspaper before approval. The bill also clarifies that manufacturers can use common alcohol modifiers like vermouth and liqueurs to create cocktails, but only when combined with their own spirituous liquors. The legislation will take effect after the standard 90-day legislative period, with a provision for potential voter referendum in November 2026.
