This bill requires court clerks to compile detailed monthly reports about criminal fines and fees and submit them to the administrative office of the courts. Specifically, these reports must include comprehensive information about each assessment, such as the court, case number, assessment amount, type of fine or fee, crime details, payment plan information, payment status, past due balances, interest penalties, and defendant demographics. The administrative office of the courts must then create a statewide, searchable public database to compile these reports. Additionally, the administrative director must provide an annual summary of these reports to key government officials within 30 days of each fiscal year's end, and may include recommendations for improving the fairness of fine and fee imposition, with a particular focus on protecting economically disadvantaged citizens from excessive financial burdens. The bill defines "fees" as financial obligations assessed by criminal courts to fund justice and government services, and "fines" as punitive financial sanctions for violations, including traffic offenses, misdemeanors, felonies, and probation or parole conditions. The legislation will take effect immediately upon becoming law.
