This bill requires law enforcement agencies to expand their investigations of workplace violence to include an inquiry into workplace bullying when they are investigating a crime of violence. Specifically, when a law enforcement agency investigates a violent crime that occurs in a workplace (defined as a factory, plant, office, or other facility where employees work), they must determine if bullying was occurring and whether the violent crime was related to or resulted from that bullying. The bill defines bullying as an act by an employee or former employee that interferes with another employee's work performance or benefits, either by physically harming the employee or their property, or by placing the employee in reasonable fear of such harm. After conducting such an investigation, law enforcement agencies must report their findings to the Tennessee Bureau of Investigation (TBI). The TBI is then required to compile these findings into an annual report submitted by July 1st each year to the state senate judiciary committee and the house committee overseeing criminal justice. The bill will take effect on July 1, 2025, with the goal of better understanding and addressing workplace violence and bullying in Tennessee.
