This bill requires the Secretary of Veterans Affairs to contract with a Federally Funded Research and Development Center (FFRDC) to conduct an independent assessment of the notice letters sent to veterans benefits claimants. The assessment must involve consultation with various stakeholders, including veterans service organizations and advocacy groups, and will focus on two key objectives: determining how to reduce paper consumption and government costs associated with these notices, and developing recommendations to make the notices clearer, better organized, and more concise. Within 90 days of receiving the assessment, the Secretary must submit the findings to Congressional veterans' affairs committees and begin implementing the recommendations that comply with existing veterans' laws. The Secretary must complete full implementation of these recommendations within one year. Additionally, the bill extends a specific pension payment limit deadline from November 30, 2031, to December 31, 2031. The overall goal is to improve communication and efficiency in the veterans benefits claims process by making official notices more user-friendly and cost-effective.
