This bill requires forest supervisors in certain National Forest System (NFS) units to submit a harvesting improvement report if their timber sales volume is less than two-thirds of the unit's allowable sale quantity (ASQ). The report must identify areas where timber sales could be increased and outline actionable steps to do so. Forest supervisors must consult with private industry, advisory committees, government entities, and stakeholder groups when preparing the report. Within one year, these supervisors must demonstrate they have taken steps to increase timber sales, and after a review by the Secretary of Agriculture, they will either be exempt from further reporting (if timber sales reach at least 75% of ASQ) or required to submit another report. To support improvements, the Secretary can allocate resources such as additional personnel, expand good neighbor agreements with states, and expedite environmental review processes. The Secretary may also waive reporting requirements for units facing legitimate challenges like natural disasters. The bill's goal is to improve timber harvesting efficiency and volume in National Forest System units that are currently underutilized.
