This bill establishes the Commercial Space Activity Advisory Committee (CSAC), a 15-member advisory group to be created by the Secretary of Commerce within 180 days of the Act's enactment. The committee members will be appointed from diverse professional backgrounds including space policy, engineering, science, legal, academic, and finance fields, with significant commercial space industry experience, and will be prohibited from being current federal government employees (with a narrow exception for special government employees). Each member will serve a 4-year term and cannot immediately be reappointed after their term ends. The committee's primary duties include advising on nongovernmental space activities, providing recommendations to enhance the United States' commercial space sector, identifying and addressing challenges such as international obligations, export controls, frequency spectrum access, and potential space environmental contamination. The committee will offer guidance on creating a safe, sustainable, and innovative commercial space industry, review best practices for space activities, and provide ongoing advice to the Secretary of Commerce and Congress. The CSAC is designed to be a temporary advisory body, with a built-in termination date 10 years after its establishment, reflecting the rapidly evolving nature of commercial space exploration and development.
