This bill authorizes Michael V. Layman, a retiree of the New York State and Local Police and Fire Retirement System, to receive credit for his service as a university police officer with the State University of New York (SUNY) from May 26, 1988, to March 30, 1992. Currently, this service is not recognized as police service for retirement purposes under section 381-b of the Retirement and Social Security Law. If Mr. Layman files a written request with the state comptroller by December 31, 2026, he will be granted this service credit as if it were rendered with the division of state police before his retirement on November 29, 2020, and his retirement benefit will be recalculated from that date. The state of New York will bear all costs associated with this act, estimated to be a one-time past service cost of $133,000 if enacted during the 2026 legislative session.
