This bill authorizes Michael V. Layman, a retiree of the New York State and Local Police and Fire Retirement System who previously worked as a Zone Sergeant, to receive retirement service credit for his time as a university police officer at SUNY Cortland, Delhi, and Oneonta between May 26, 1988, and March 30, 1992. Currently, this university police service is not recognized as police service for his retirement benefits under section 381-b of the Retirement and Social Security Law. If Mr. Layman files a written request with the state comptroller by December 31, 2026, he will be granted this credit as if it were service with the state police, and his retirement benefit will be recalculated as of his original retirement date of November 29, 2020. The state of New York will bear all costs associated with this act, estimated to be a one-time past service cost of $133,000 if enacted during the 2026 legislative session.
