This bill amends the education law to modify the composition of community college boards of trustees by increasing the total number of board members from ten to eleven and adding a faculty or staff member elected by and from among the college's faculty and staff. Specifically, the bill requires that this new board member will serve a two-year term, starting July 1, 2026, and will be ex-officio and non-voting, but will have the same parliamentary privileges as other board members, such as the ability to make and second motions and place items on the agenda. The election of this faculty or staff representative will be conducted according to rules established by the largest faculty organization on each campus. Like the existing student board member, the faculty or staff member must resign if they are no longer employed by the institution. This change applies to community colleges outside of New York City and is intended to provide direct representation of faculty and staff perspectives in college governance. The bill takes effect immediately upon passage.
