This bill enacts the Educational Rights Transparency for New York Families Act, which establishes a comprehensive framework for defining and protecting students' educational rights across New York state schools. The bill requires the state education commissioner to create specific standards for educational resources, including qualified personnel, up-to-date curricula, support for struggling students, resources for students with disabilities and English language learners, appropriate class sizes, educational materials and technology, safe learning environments, and adequate school buildings. Starting in the 2026-2027 school year, school districts must conduct annual self-assessments involving teachers, staff, parents, and high school student leaders to evaluate their compliance with these standards. School districts must then examine and validate these assessments, create detailed reports identifying resource gaps, and propose remedies. The bill also mandates that school employees report any non-compliance within 60 days, requiring school boards to notify parents in their primary language and submit findings to a state accountability office. Additionally, the state education department must create a parent and student-friendly publication detailing these educational rights, which must be posted online and distributed in English and the nine most common languages spoken by New York school children, providing contact information for questions or complaints about educational resources.
