This bill establishes the Educational Rights Transparency for New York Families Act, which creates a comprehensive framework to ensure and communicate educational resource standards for students across New York state. The bill requires the state education commissioner to develop specific standards for educational resources, including qualified personnel, up-to-date curricula, support for struggling students, resources for students with disabilities and English language learners, appropriate class sizes, educational materials and technology, safe learning environments, and adequate school facilities. Starting in the 2026-2027 school year, school districts must implement an annual self-assessment process involving teachers, staff, parents, and high school student leaders to evaluate their compliance with these standards. School districts are required to validate these assessments through audits, create public reports detailing any resource gaps, and propose remedies. School employees are mandated to report any non-compliance within 60 days, and districts must notify parents in writing about any identified resource deficiencies. The state education department will maintain a public database of these reports and develop recommendations for addressing non-compliance. Additionally, the department must create a parent and student-friendly publication detailing educational rights, which must be posted online and provided in English and the nine most common languages spoken by New York school families. The act will take effect on July 1, 2026, with preparatory work allowed to begin immediately.
