This bill requires public residential buildings that receive funding from the Department of Housing and Urban Development (HUD) or the Division of Housing and Community Renewal to keep at least one dose of naloxone (a medication used to rapidly reverse opioid overdose) readily accessible to residents. The naloxone must be stored in a common area like a lobby, hallway, or shared living space, and placed in a secure but unlocked container that is clearly visible and accessible to all building residents. The Office of Addiction Services and Supports (OASAS) will be responsible for maintaining the naloxone supply, with building managers coordinating to ensure a dose is always available. The program will be funded through OASAS and the opioid settlement fund established under state finance law. This legislation aims to increase emergency preparedness and potentially save lives in public housing by providing an immediate intervention tool for opioid overdoses.
