This bill increases the duration of a temporary vehicle permit for nonresidents purchasing a vehicle in Minnesota from 31 days to 60 days. Specifically, the legislation amends two sections of Minnesota Statutes related to motor vehicle registration and titling. Under the new law, nonresident buyers will be able to obtain a temporary permit that allows them to remove a newly purchased vehicle from the state for 60 days instead of the current 31-day period. The permit, which costs $1 (with a potential waiver if sale information is electronically transmitted), must be affixed to the rear of the vehicle and is valid only for the specific vehicle it was issued for. Dealers selling vehicles to out-of-state buyers will be required to issue these extended 60-day temporary permits and notify the commissioner of the sale within 48 hours. The changes will become effective on October 1, 2025, for permits issued on or after that date, giving vehicle dealers and the state's motor vehicle department time to prepare for the implementation of the longer permit period.
