Under this legislation, that period will be extended to 60 days, providing more flexibility for out-of-state buyers. The bill amends two sections of Minnesota Statutes: section 168.091, which governs temporary vehicle permits, and section 168A.11, which relates to vehicle transfers. The changes apply to dealers issuing these permits and require them to remove license plates, issue the extended temporary permit, and notify the commissioner of the sale within 48 hours. The bill also specifies that these changes will become effective on October 1, 2025, for permits issued on or after that date. The $1 fee for the permit remains the same, and the permit is still required to be affixed to the rear of the vehicle where it is plainly visible.
