This bill mandates that health plans in Minnesota must cover specific cancer-related medical services, including "imaging," which refers to evidence-based cancer imaging techniques used according to the National Comprehensive Cancer Network (NCCN) guidelines, and "clinical genetic testing," which means germline multigene testing for inherited mutations that increase cancer risk, as determined by evidence-based clinical practice guidelines. This coverage is required for individuals identified by the NCCN as having an increased risk of cancer or those with a personal or family history of cancer for whom a healthcare provider recommends genetic testing for inherited gene mutations. Importantly, this coverage cannot have any cost-sharing, such as deductibles, co-payments, or coinsurance, nor can health plans impose quantity limits, with a specific exception: if waiving cost-sharing before a deductible is met would make the plan ineligible for a Health Savings Account or a catastrophic health plan, then the cost-sharing waiver will only apply after the deductible is met. This provision is set to take effect on January 1, 2027, and will apply to health plans offered, issued, or renewed on or after that date.
