This bill provides $9,700,000 in state bond funding to the city of Karlstad for the third phase of an airport runway and supporting facilities project. The appropriation covers expenses such as runway and taxiway paving and lighting, a parking apron, utilities, an aviation fueling system, navigational aids, access drive and parking, and other facilities needed to meet Department of Transportation Aeronautics airport licensure requirements. This funding is in addition to previous appropriations for the project's first two phases, which were authorized in earlier legislative sessions. The bill instructs the commissioner of management and budget to sell and issue state bonds up to $9,700,000 to fund the project, following standard state bonding procedures outlined in Minnesota Statutes and the state constitution. The bill becomes effective immediately after it is enacted, allowing the city of Karlstad to proceed with the airport infrastructure improvements.
