This bill expands the definition and application of construction materials special permits for transportation in Minnesota. The bill broadens the definition of "construction materials" to explicitly include aggregate materials, hot mix asphalt, plastic concrete, cementitious materials, concrete admixtures, asphalt cement, recycled road materials, and bulk aggregate materials delivered to production facilities. The bill allows road authorities to issue annual permits for six-axle vehicles to haul construction materials with a gross vehicle weight up to 90,000 pounds (or 99,000 pounds during a specific period), with a permit fee of $300. Similarly, for seven-axle vehicles, the bill permits hauling construction materials with a gross vehicle weight up to 97,000 pounds (or 99,000 pounds during a specific period), with a permit fee of $500. These changes are designed to provide more flexibility for transportation of construction materials while maintaining weight regulations. The bill will become effective for permits issued on or after August 1, 2025, giving transportation and construction industries advance notice of the new regulations.
