AI Summary

This bill, known as the Motorcycle Mobility Safety Act, revises traffic laws to enhance safety and mobility for motorcyclists and pedestrians. It defines "rectangular rapid flash beacon" as user-activated flashing amber lights that help pedestrians cross at unsignalized intersections or mid-block crosswalks. The bill requires drivers to stop for pedestrians at crosswalks when these beacons are activated and makes it illegal for pedestrians to activate them without intending to cross. It also allows motorcycle operators to pass stationary vehicles in the same lane under specific conditions, such as when waiting for a traffic signal change, provided the motorcycle is moving at 15 miles per hour or less and there are no approaching vehicles. Additionally, the bill clarifies that motorcycles are entitled to the full use of a lane and makes conforming changes to related sections concerning mopeds and traffic control devices.
