This bill amends existing Minnesota statutes to provide certain Chippewa Bands with more autonomy in establishing big game hunting seasons within their treaty lands. Specifically, the bill allows a Chippewa Band to independently establish an open season for hunting a particular species of big game if the state's commissioner of natural resources has not already done so. The bill also adds language to an existing statute allowing for an amendment to the Memorandum of Agreement with these tribes. Additionally, the bill appropriates $3 million in each of fiscal years 2026 and 2027 from the general fund to the commissioner of natural resources for proportional payments to the Tribes identified in the 1854 Treaty Area agreement. The commissioner is required to work with the signatory Tribes to update and amend the existing agreement. This legislation appears to be aimed at recognizing and supporting the hunting rights of Chippewa Bands as established in the 1854 treaty, while also providing financial support for these tribal communities.
