This bill requires all Minnesota school districts and charter schools to develop and implement a comprehensive cardiac emergency response plan starting in the 2026-2027 school year. The plan must outline specific steps to reduce deaths from cardiac arrest, including identifying a cardiac emergency response team at each school site, establishing guidelines for responding to sudden cardiac arrest, ensuring automated external defibrillators (AEDs) are clearly marked and readily accessible, and providing mandatory training on cardiopulmonary resuscitation (CPR) and AED use for coaches and designated staff. Schools must consult with athletic trainers when developing the plan, distribute it to relevant staff, make it publicly available, and conduct annual reviews and simulations. The Minnesota State High School League is also required to adopt a similar plan for interscholastic athletic activities. To support implementation, the bill appropriates $2 million in fiscal year 2026 to help schools purchase equipment like AEDs, provide training, and develop educational materials related to cardiac emergency preparedness. The funding is a one-time appropriation available until June 30, 2027, and can be used for various activities that promote school readiness to handle cardiac emergencies.
