This bill establishes a working group within the Minnesota Department of Education to review and assess the age limit for children receiving special education services for developmental delay. By July 1, 2025, the commissioner must appoint members from various educational organizations, including Minnesota Administrators for Special Education, the Professional Educator Licensing and Standards Board, the Minnesota Association of Colleges for Teacher Education, Education Minnesota, and the PACER Center. The working group will specifically review current laws that limit eligibility for intervention services for children over six years old and evaluate the potential impact of raising the age limit to seven. Members will serve without compensation and are required to submit a report with their findings and recommendations to the legislative committees overseeing K-12 education by February 1, 2026. The commissioner will convene the initial meeting and provide administrative support, and the working group will expire after submitting their report or on February 1, 2026, whichever comes first.
