This bill establishes a developmental delay age limit working group within the Minnesota Department of Education to comprehensively review and assess the current legal restrictions on special education intervention services for children with developmental delays. The working group will consist of 13 members appointed by the education commissioner, representing various educational organizations such as Minnesota Administrators for Special Education, the Professional Educator Licensing and Standards Board, Education Minnesota, PACER Center, and the Minnesota School Psychologists Association. The group's primary task is to examine existing laws that currently limit intervention services for children seven years and older and evaluate the potential impact of extending eligibility to children under nine years old. By February 1, 2026, the working group must submit a detailed report with their findings and recommendations to the legislative committees overseeing K-12 education. The working group will meet regularly, receive administrative support from the commissioner, serve without compensation, and will dissolve after submitting their report or by February 1, 2026, whichever occurs first.
