This bill establishes a new educational benefit program for dependent children of disabled veterans in Minnesota. Specifically, the bill creates eligibility for dependents of veterans who have either a total (100 percent) and permanent disability or a disability rating of 100 percent or more. To qualify, these dependents must be enrolled in an undergraduate degree or certificate program at a Minnesota state institution or University of Minnesota campus. The financial benefit covers tuition, mandatory fees, and books, with two different levels of support: 100 percent coverage for dependents of veterans with total permanent disability, and 50 percent coverage for dependents of veterans with a 100 percent disability rating. The award amount is calculated after subtracting existing state and federal grants, scholarships, and financial aid. Importantly, receiving this educational benefit will not impact the student's eligibility for other state grants. The payment process requires the educational institution to request funds from the Office of Higher Education on behalf of the student, and payments can only be requested for terms in which the student is enrolled or has completed.
