This bill establishes an education benefit program for dependent children of certain disabled veterans in Minnesota. Under the proposed legislation, eligible students must be enrolled in an undergraduate degree or certificate program at a state-operated institution or University of Minnesota campus, and be a dependent child of a veteran with either a total (100 percent) and permanent disability or a disability rating of 70 percent or more. The financial benefits vary based on the veteran's disability status: for dependents of veterans with 100 percent disability, the program will cover 100 percent of actual tuition, fees, and book costs after subtracting other state and federal grants and scholarships; for dependents of veterans with a 70 percent disability rating, the program will cover 50 percent of those costs. The bill specifies that receiving this educational benefit will not impact the student's eligibility for other state grants, and only mandatory fees charged to all students will be considered. To receive the benefit, an eligible institution must request payment from the Office of Higher Education on behalf of the student, and payment will only be requested for terms in which the student is enrolled or has completed.
