This bill modifies the Iowa Health and Wellness Plan by introducing mandatory community engagement requirements for most participants, requiring individuals to engage in at least 20 hours per week of work, volunteering, participating in a work program, or a combination of these activities, with numerous exemptions for specific groups such as those under 19 or over 64 years old, pregnant women, individuals with medical limitations, parents caring for young or disabled children, those in substance abuse treatment, and individuals receiving unemployment compensation. To implement these requirements, the bill directs the Department of Health and Human Services to submit a Section 1115 demonstration waiver request to the federal Centers for Medicare and Medicaid Services within 30 days of enactment, and mandates that these new community engagement rules be implemented no later than July 1, 2025. The bill amends existing law to include these community engagement requirements as a condition of participation in the Iowa health and wellness plan, and takes effect immediately upon enactment, with the goal of promoting workforce participation and self-sufficiency among plan participants.
