AI Summary

This bill is a concurrent resolution ratifying a proposed constitutional amendment that would grant Congress the power to limit, regulate, and prohibit labor for individuals under 18 years of age. The proposed amendment consists of two key provisions: first, it explicitly empowers the U.S. Congress to create legislation governing child labor, which would allow for comprehensive federal regulation of employment for minors; second, it clarifies that while states' powers remain generally intact, state laws can be suspended to the extent necessary to implement federal child labor legislation. By requiring ratification by three-fourths of state legislatures, this proposed amendment follows the constitutional amendment process outlined in Article V of the U.S. Constitution. The resolution also instructs the New York State Secretary of State to send a certified copy of the resolution to the Administrator of General Services, thus formally documenting New York's support for the proposed amendment. This bill reflects a significant potential expansion of federal authority to protect young workers and regulate child labor practices nationwide.
