AI Summary

This bill ratifies a proposed constitutional amendment that would give Congress the power to limit, regulate, and prohibit labor for individuals under 18 years of age. Specifically, the amendment grants the federal government broad authority to create legislation controlling child labor, while also preserving states' legislative powers except where federal laws would take precedence. The resolution indicates that this proposed amendment was originally introduced during the 68th Congress and would become part of the U.S. Constitution if ratified by three-fourths of state legislatures. The New York state legislature is formally supporting this amendment by passing this concurrent resolution, which also instructs the Secretary of State to send an official copy of the resolution to the Administrator of General Services in Washington, D.C. This proposed amendment represents a significant potential expansion of federal power to protect children from potentially exploitative labor practices, reflecting early 20th-century progressive efforts to improve working conditions and safeguard children's welfare.
