This bill requires all public schools in North Carolina, including local school districts, charter schools, regional schools, laboratory schools, and secondary schools operated by the University of North Carolina system, to display the United States and North Carolina flags on school grounds near the main entrance and in every classroom. The bill mandates that schools schedule a daily recitation of the Pledge of Allegiance and provide age-appropriate instruction about the flag's meaning and historical origins. Importantly, the legislation explicitly states that no person can be compelled to stand, salute the flag, or recite the Pledge of Allegiance. To support implementation, the bill appropriates $1 million in non-recurring funds for the 2025-2026 fiscal year and $100,000 in recurring funds for the 2026-2027 fiscal year from the General Fund to the Department of Public Instruction to help public school units purchase flags. Additionally, the University of North Carolina Board of Governors will receive $1,000 in recurring funds for the 2025-2026 fiscal year to support flag purchases for its secondary schools. The act will become effective immediately and will apply starting with the 2025-2026 school year.
