This bill requires all public schools in North Carolina, including local school districts, charter schools, regional schools, and university-affiliated secondary schools, to display the United States and North Carolina flags on school grounds near the main entrance and in every classroom. The legislation mandates that schools schedule a daily recitation of the Pledge of Allegiance and provide age-appropriate instruction about the meaning and historical origins of the flag and pledge. Importantly, the bill explicitly states that no person can be compelled to stand, salute the flag, or recite the Pledge of Allegiance. To support implementation, the bill appropriates $1,000,000 in nonrecurring funds for the 2025-2026 fiscal year and $100,000 in recurring funds for the 2026-2027 fiscal year to the Department of Public Instruction for flag purchases, along with an additional $1,000 in recurring funds for the University of North Carolina Board of Governors to support flag purchases in secondary schools under its control.
