This bill requires all school districts in New York to implement mandatory early screening for dyslexia, broadly defined to include any phonological learning difference or disability. The screening must begin in kindergarten and continue annually through second grade, using an evidence-based, efficient, and low-cost screening program with proven validity. Once a student is identified as having dyslexia, the school district is required to provide intervention services, specifically small group instruction in multi-sensory sequential phonics or another approved curriculum that will be taught in addition to regular instruction. The goal of these provisions is to ensure early identification, support, intervention, and accommodation for children with dyslexia or related learning differences, helping to address potential learning challenges as early as possible in a student's educational journey. The bill is set to take effect immediately upon enactment.
