This bill requires all school districts in New York to implement mandatory early screening for dyslexia, broadly defined to include any phonological learning difference or disability. The screening must begin in kindergarten and continue annually through second grade, using an evidence-based, cost-effective, and readily available screening program. Additionally, the bill mandates that school districts provide intervention services for any student identified as having dyslexia. These intervention services will consist of small group instruction using multi-sensory sequential phonics or another approved curriculum, which will be provided in addition to regular classroom instruction. The goal of this legislation is to ensure early identification, support, intervention, and accommodation for children with dyslexia, helping to address learning challenges at an early stage of a child's educational development. The bill will take effect immediately upon passage.
