This bill, called the "Disengaging Entirely From the United Nations Debacle Act of 2025" (DEFUND Act of 2025), proposes a comprehensive withdrawal of the United States from the United Nations (UN) and its affiliated organizations. The bill would repeal the United Nations Participation Act of 1945, terminate all U.S. membership in the UN and its organs, and close the U.S. Mission to the United Nations. It would also withdraw from the UN Headquarters Agreement, prohibit all U.S. financial contributions to the UN (except for withdrawal-related expenses), and ban U.S. participation in UN peacekeeping operations. Additionally, the bill would revoke diplomatic immunity for UN personnel and representatives, prevent UN organizations from using U.S. government facilities, end U.S. participation in the World Health Organization, terminate involvement in UN conventions and agreements, and require Senate approval with a mandatory withdrawal provision for any future UN membership attempts. The Secretary of State would be required to notify the UN and its affiliated bodies of these actions. This legislation represents a complete and permanent disengagement of the United States from the United Nations and its international framework.
