This bill requires all state-owned buildings to have bleeding control kits (BCKs) installed by October 1, 2026. The BCKs must be clearly visible, centrally located, and contain specific medical supplies, including a commercial grade tourniquet, wound-packing gauze, compression bandage, hemostatic dressing, gloves, scissors, a marker pen, and instructional documents on bleeding control. The Department of Administrative and Financial Services will identify which buildings need BCKs, prioritize their placement, and determine the number and location of kits in each building. The bill also establishes a Bleeding Control Kit Fund to provide grants or reimbursements to schools, businesses, and organizations that place BCKs on their premises or offer bleeding control training programs. The kits must be regularly inspected to ensure all supplies are present, within their expiration dates, and in good condition. Importantly, the bill includes a liability protection clause, stating that individuals who use a BCK in good faith and without compensation will not be civilly liable unless they act with gross negligence. The bill does not require anyone to use a BCK during an emergency but provides a framework for making these life-saving tools more widely available in state-owned buildings.
