This bill amends the New York education law to give the Board of Regents more control over the charter school approval process. Currently, when the Board of Regents returns a proposed charter to the charter entity with comments and recommendations, the charter entity can resubmit the charter with modifications, without modifications, or abandon it. Under this proposed change, the Board of Regents would have final approval authority, meaning a resubmitted charter can only be approved if all of the Board's recommendations are satisfactorily addressed. If the Board of Regents recommends abandoning the charter, the charter cannot be approved. This effectively gives the Board of Regents more power to influence and potentially block charter school proposals, potentially increasing oversight of the charter school authorization process. The bill would take effect 30 days after becoming law.
