This bill establishes a community violence prevention jobs program in North Minneapolis by appropriating $1,000,000 in both fiscal years 2026 and 2027 to Change Starts With Community, a program designed to provide job training and opportunities for at-risk Black, Indigenous, and People of Color (BIPOC) youth and adults. The program's objectives include developing year-round job training programs, providing adult mentorship, and creating on-site job opportunities at the Shiloh Cares Food Shelf - Northside Community Safety Resource Center. The program will partner with the Cargill Foundation to support educational career exposure field trips and will use grant funds to add various positions such as food service workers, an executive director, operations director, program coordinator, and food shelf manager. Starting in 2025, the organization is required to submit an annual report to the commissioner of employment and economic development detailing the use of grant money, program outcomes, and its impact on the targeted population. The grant aims to promote community engagement, economic development, and provide career opportunities for at-risk youth and adults in the North Minneapolis area.
