This bill establishes a violence prevention jobs program called Change Starts With Community, focused on North Minneapolis and specifically targeting at-risk Black, Indigenous, and People of Color (BIPOC) youth and adults. The program will develop year-round job training initiatives, provide adult mentorship, and create on-site job opportunities at the Shiloh Cares Food Shelf - Northside Community Safety Resource Center. The bill appropriates $1,000,000 in both fiscal years 2026 and 2027 from the workforce development fund to support the program. Change Starts With Community will partner with the Cargill Foundation to support educational career exposure field trips and will create positions including food service workers, an executive director, operations director, program coordinator, and food shelf manager. Starting in 2025, the organization must submit an annual report to the commissioner of employment and economic development detailing the use of grant money, program outcomes, and impact on the targeted population. The goal is to provide skills and opportunities for gainful employment and career development while preventing further trauma for at-risk youth in the community.
