This bill provides funding and authorization for a major transportation infrastructure project to convert a section of U.S. Highway 10 in Sherburne County, Minnesota, into a freeway. Specifically, the bill appropriates $35,000,000 from the state's bond proceeds account to the Department of Transportation for Phase 1 of the project, which includes constructing an interchange at U.S. Highway 10 and Sherburne County State-Aid Highway 8 (15th Avenue SE) in St. Cloud and making additional improvements in that interchange vicinity. The project will convert the highway section from St. Cloud to Clear Lake into a full freeway, which legally means a controlled-access highway with grade separations at intersections. To fund this, the commissioner of management and budget is authorized to sell and issue up to $35,000,000 in state bonds, following established state bonding procedures. Any unused funds from this appropriation can be applied to future improvements in Phase 2 of the highway conversion project. The bill becomes effective immediately after final enactment, enabling immediate implementation of the highway improvement plan.
