This bill provides $35 million in state bond funding for Phase 1 of a highway improvement project to convert a segment of U.S. Highway 10 in Sherburne County, Minnesota, into a freeway. Specifically, the funding will support design, engineering, environmental analysis, land acquisition, and construction of an interchange at Highway 10 and Sherburne County State-Aid Highway 8 (15th Avenue SE) in St. Cloud, along with other highway improvements in that area. The project will extend from St. Cloud to Clear Lake, transforming the highway section to meet freeway standards (which typically include controlled access, separated lanes, and grade-separated intersections).
