This bill authorizes the Treasurer of State to issue up to $50,000,000 in general obligation bonds to fund a competitive grant program for upgrading municipal culverts at stream crossings. The grant program, administered by the Department of Transportation, aims to improve fish and wildlife habitats and enhance community resilience to extreme storms and floods. Eligible project sponsors include local governments, municipal conservation commissions, soil and water conservation districts, and private nonprofit organizations. To be considered for funding, project proposals must demonstrate their contribution to habitat restoration (particularly for native brook trout and sea-run fish), meet specific design standards, show the urgency of the culvert upgrade, and prove cost-effectiveness. The bonds will have a maximum term of 10 years, and the bill requires voter ratification through a statewide referendum. Projects must be located on municipal roads and cannot receive full funding from this bond issue. Any unissued bonds within 5 years of ratification will be deauthorized, and any unencumbered funds will be used for retiring general obligation bonds.
