This bill requires the Commissioner of Veterans Affairs to submit an annual report to legislative committee chairs and ranking minority members, starting January 15, 2026, detailing grants issued by the agency in the previous fiscal year. The comprehensive report must include specific information about each grantee, such as the grant's purpose, amount provided, previous grant history, other state and federal grants received, and the number of veterans, active service members, and their family members served. Additionally, the report must outline the number of program participants who successfully completed programming, the criteria for successful completion, and the grantee's charitable giving ratio. If grant money is used to provide services to veterans or their family members outside of Minnesota, the report must explain the reasons for serving non-Minnesota residents and list the states where these participants reside. The commissioner is not required to provide completion information for grantees with programming that cannot be objectively measured. This bill aims to increase transparency and accountability in how veterans affairs grants are distributed and utilized.
