This bill requires the Minnesota Commissioner of Veterans Affairs to submit an annual report to legislative committee chairs and ranking minority members, beginning January 15, 2026. The report must provide detailed information about organizations that received grants from the veterans affairs agency in the previous fiscal year. Specifically, the report must include for each grantee: a summary of the grant's purpose, the grant amount, previous grant history, other state and federal grants received, the number of veterans and active service members served, the number of veterans' family members served, the number of program participants who successfully completed programming (with completion criteria), and the organization's charitable giving ratio. Additionally, if any grant funds were used to serve veterans or their family members outside of Minnesota, the report must list those states and explain why non-Minnesota residents were served. The bill exempts grantees from reporting on program completion if their programming cannot be objectively measured or does not have a formal completion process. This legislation aims to increase transparency and accountability in how the Commissioner of Veterans Affairs distributes grant funds to support veterans and their families.
