This bill requires the commissioner of employment and economic development to submit an annual report on grant recipients starting January 15, 2026. The report must provide detailed information about each organization that received grants, including the grant's purpose, amount, previous grant history, number of Minnesotans served, job placement success, placement effectiveness (calculated by dividing successful job placements by total participants), cost effectiveness (calculated by dividing total grant money by successful job placements), and the organization's charitable giving ratio. If a grantee uses grant money to serve participants outside Minnesota, they must explain why and list the states where non-Minnesota residents are located. The commissioner is not required to report on organizations without measurable programming or for information not previously collected. The report will be submitted to the chairs and ranking minority members of legislative committees with jurisdiction over workforce development, providing transparency and accountability for state grant spending in workforce development programs.
