This bill requires the commissioner of employment and economic development to submit annual reports on grant recipients starting January 15, 2026. The reports must provide detailed information about each organization that received grants from the department in the previous fiscal year, including the grant's purpose, amount awarded, previous grants received, other state and federal grants, number of Minnesotans served, number of people placed in living wage jobs, placement effectiveness (calculated by dividing people placed by people served), cost effectiveness (calculated by dividing total grants by people placed in jobs), and the organization's charitable giving ratio. If a grantee uses grant money to serve people outside Minnesota, they must explain why and list the states where non-Minnesota residents are served. The commissioner is not required to provide certain performance metrics for grantees whose programming cannot be objectively measured or for information not previously collected. This bill aims to increase transparency and accountability for workforce development grant recipients by mandating comprehensive annual reporting to legislative committees.
