This bill requires the North Carolina Department of Transportation (NCDOT) to enhance its surveying and documentation practices when acquiring right-of-way or permanent easements. Specifically, the bill mandates that NCDOT include detailed drawings in its acquisition plans that clearly identify design alignments, baseline control points, existing and new property corner markers, and their precise coordinates using the North Carolina State Plane Coordinate system. The most significant new provision is that NCDOT must now physically survey and install new property corner markers, such as metal stakes, after project completion to permanently mark the boundaries of acquired right-of-way or easements. These markers must be installed in accordance with standard surveying practices and cover all property boundary intersections along the acquired areas. The bill becomes effective immediately and applies to NCDOT projects initiated on or after the date of enactment that involve right-of-way or permanent easement acquisition, thereby improving land boundary documentation and clarity for future infrastructure projects.
