This bill allows qualifying religious organizations to self-insure their motor vehicles under specific conditions. To be eligible, a religious organization must be recognized by the U.S. Social Security Administration as an eligible religious group, operate at least 5 motor vehicles in the state, have a shared belief in mutual financial assistance, maintain a clean financial responsibility record for two years, be financially solvent, and have no unsatisfied judgments. The organization must file an irrevocable letter of credit or deposit money and securities based on the number of vehicles: $250,000 for 5-10 vehicles, with an additional $2,500 per vehicle for more than 10 vehicles. The Secretary of State will issue a certificate of self-insurance that allows members of the religious organization to use as proof of financial responsibility when registering vehicles. The bill includes provisions for terminating self-insurance if the organization no longer meets requirements or fails to satisfy a motor vehicle-related judgment. Certain types of vehicles are excluded from this self-insurance provision, including commercial vehicles, emergency vehicles, for-hire transportation vehicles, school buses, and rental vehicles. The Secretary of State is authorized to adopt rules to implement these requirements.
