This bill removes the requirement that an American Indian Parent Advisory Committee must "concur with" (formally agree to) a school district's educational offerings for American Indian students in order for the district to carry forward unused American Indian education aid. Currently, school districts receiving American Indian education aid can carry forward up to half of their remaining funds to the next fiscal year, but previously needed explicit approval from their local American Indian Parent Advisory Committee. The bill modifies the existing law to instead require only that the committee be "aware of and has approved" the carry forward, eliminating the more stringent "concurrence" requirement. This change provides school districts with more flexibility in managing their American Indian education funds while still maintaining some level of advisory committee involvement. The bill amends Minnesota Statutes 2024, section 124D.81, subdivision 2b, which governs the carry forward of American Indian education aid funds by school districts and Tribal contract schools.
