This bill modifies the rules for carrying forward unused American Indian education aid in Minnesota school districts by removing the requirement that the American Indian Parent Advisory Committee must "concur with" the district's educational offerings. Currently, when a school district or Tribal contract school does not spend all of its designated American Indian education aid in a fiscal year, it can carry forward up to half of the remaining funds to the next fiscal year, provided certain conditions are met. The key change is that instead of needing the advisory committee to "concur with" the district's educational offerings, they now only need to be "aware of and have approved the carry forward" for the district's educational programs. This seemingly minor language adjustment reduces the advisory committee's veto power while still requiring their awareness and approval of how unspent funds will be used. The bill maintains other existing requirements, such as reporting to the Department of Education's American Indian education director by April 1 about why funds were not fully expended and how they will be used in the following fiscal year. The modification appears designed to provide school districts with more flexibility in managing American Indian education aid.
