This bill, titled the Northern Border Security Enhancement and Review Act, amends the existing Northern Border Security Review Act to require more frequent and detailed assessments of threats along the U.S. northern border. Specifically, it mandates that the northern border threat analysis, which is a study of potential dangers and risks to the border, be updated not only within 180 days of the bill's enactment but also every three years thereafter, and it adds a requirement to assess changes in the number and demographics of people apprehended at the border, including at a sector-by-sector level. Furthermore, the Secretary of Homeland Security must update the Department of Homeland Security's Northern Border strategy, which is a plan to address security concerns, every five years, ensuring these updates incorporate the latest threat analysis findings. The bill also requires classified briefings for relevant congressional committees on these threat analyses and directs the Secretary of Homeland Security to develop performance measures for Air and Marine Operations, a division of U.S. Customs and Border Protection responsible for border security in air and maritime environments, to evaluate their effectiveness in securing the northern border between official crossing points. Importantly, this bill does not authorize any new funds for its implementation.
