This bill amends the Northern Border Security Review Act to enhance border security oversight and reporting requirements. Specifically, it mandates that the Department of Homeland Security (DHS) conduct a comprehensive northern border threat analysis every three years, starting September 2, 2025, which now must include an assessment of recent changes in apprehension numbers and demographics at the border. The bill also requires DHS to update its Northern Border strategy every five years, beginning September 2, 2026, and incorporate the most recent threat analysis findings into these updates. Additionally, the legislation requires the Secretary of Homeland Security to provide classified briefings to congressional committees following each threat analysis and directs U.S. Customs and Border Protection to develop performance measures for assessing the effectiveness of Air and Marine Operations in securing the northern border between ports of entry within 180 days of the Act's enactment. Importantly, the bill stipulates that no additional funds will be authorized to implement these new requirements, meaning the changes must be absorbed within existing budgetary allocations.
