This bill mandates that Medicaid must cover medically necessary gender-affirming care, irrespective of whether federal funding is available for such services. It also prohibits discriminatory practices by various healthcare entities, including hospitals, licensed professionals, and health insurance providers, by expanding the definition of "health care entity" to encompass these groups. Furthermore, the bill requires insurance policies to cover services and treatments for gender dysphoria or gender incongruence, which are conditions related to a person's gender identity, and prohibits insurers from denying, limiting, or excluding such coverage based on sexual orientation, gender identity or expression, or transgender status, or from designating these as pre-existing conditions. The legislation also ensures that coverage for gender dysphoria or gender incongruence is not subject to annual deductibles or coinsurance, unless the policy is a high-deductible health plan.
